A posting on lis-link from Ruth Keane about the JISC Web 2.0 seminar took me to this site which has content from the seminar (podcasts, ppt and the like) and also discussion fora: http://moodle.cs.man.ac.uk/
web2/course/view.php?id=3 When I arrived there I thought it looked vaguely familiar, and then realised I'd looked at it before, as Brian Kelly was presenting at it remotely and I'd thought of contributing to the discussion (but didn't). Ruth in her post lists the draft actions which JISC considering - they don't seem to me to cover all the aspects that emerged in the seminar.
